I think that might be a belt buckle behind the hand, not part of the hand itself.

On one hand, the Empire could vapourize Middle Earth with a super laser. On the other hand, Palpatine was just like, a dude who was skilled at using the Force, whereas Sauron was some kind of demon/angel/demi-god. Not sure how it would go.
